Wouldn't it be proper to supply the link to the earlier thread? If you know that there's a thread about it all ready, then you must know where it's at?
In a perfect world, one would put a link to a previous topic when closing a thread because it's a dup. However, knowing there is an old one and knowing where it is are very different indeed.

I'm certain that one can do a search for such an item, but I was using the search the other day looking for an old thread that I KNEW was there and I had a heck of a time locating it.........

Yes, the search feature of the forum can be very finicky. Have you tried the Google search? It's located at the bottom of every page and also at the top of the search page.

So why shouldn't one either link or merge these threads?

I find that merging threads usually results in one confusing thread instead of two straightforward ones. Almost always it's better to close one and link to the other (if you know which one it is).

Besides if it's been a long time since the report was put onto the forum, what's the harm in having a new thread?

Tricky question. If it's a new thread about a previous topic that's trying to cover new ground, then a new thread is almost always a good idea. If it's a new thread that begins exactly as the other one does and is not bringing any new info or perspective (usually starts with "Anyone know anything about yada-yada-yada?"), then yeah, I'd close it. This is not always a clear cut line and it is basically left up to the moderator's discretion when to do so.

We have many threads about what 'gun' you would use, how 'big' is Sas, and maybe even how bad does he smell.....
so why not allow a thread to be started again on an 'old' sighting that maybe was discussed long ago.........
IMO, in the several years this forum has been in existence, we've covered
everything worth covering. Occasionally, something new will come along, but for the most part 90% of all bigfoot-related info has already been covered somewhere on this forum is a previous thread. It would be impossible to constantly traffic-cop people from one thread to another. Again, this is left up to the moderator's discretion as to when a thread should be closed or left open. There is no perfect answer.
